Sandra D. Dawson is a principal in the firm’s Hartford office. She is a member of the firm’s public finance group and her practice focuses in the areas of public finance and tax. Ms. Dawson represents municipalities, public entities, underwriters, trustees and letter of credit banks in tax-exempt and taxable bond financing transactions.
Prior to joining the firm, Ms. Dawson practiced at Robinson & Cole LLP in the areas of public finance and tax. She was responsible for tax matters related to the issuance of debt for municipal clients. She served as tax counsel and bond counsel to the State of Connecticut for the issuance of its general obligation bonds. Significant projects included instituting a commercial paper draw-down loan program in anticipation of State-funded school grants; serving as bond counsel for issuances of Build America Bonds, Recovery Zone Economic Development Bonds, Qualified School Construction Bonds, Qualified Energy Conservation Bonds and Qualified Zone Academy Bonds; and serving as bond counsel to a municipality for a conduit financing under the Connecticut City and Town Development Act.
Prior to her legal career, Ms. Dawson worked in the forest products industry in manufacturing management, engineering and business improvement consulting. She served as General Manager for SCA Tissue (successor to Georgia-Pacific Corporation) in Vermont, and was an In-House Consultant and an Operations Manager for various Georgia-Pacific Corporation manufacturing operations. Ms. Dawson also held engineering and supervisory positions at Scott Paper Company and International Paper Company.
While in law school, Ms. Dawson served as a Judicial Intern with the United States District Court for the District of Connecticut for the Honorable Joan G. Margolis and with the Connecticut Superior Court for the Honorable Michael R. Sheldon.
Ms. Dawson is a member of the National Association of Bond Lawyers, the Government Finance Officers Association, the Connecticut Association of Municipal Attorneys, and the Connecticut Bar Association. She also serves as a volunteer for the Volunteer Income Tax Assistance (VITA) Program.
Ms. Dawson received her J.D., with Certificate in Taxation, from the University of Connecticut School of Law. She received her B.S., magna cum laude, in Chemical Engineering from the University of Lowell, Lowell, Massachusetts.
