Rich Carella has extensive experience in all aspects of federal, state and local law regarding commercial, industrial, coastal, riparian, agricultural and residential land use planning and real estate development.
 
He has worked extensively with owners, developers and neighbors, local town planners, environmental protection groups, surveyors, engineers and design professionals to protect the property rights of individuals and businesses for over 18 years.
 
His practice area includes obtaining land use approvals for an diverse range of commercial, industrial, recreational and residential uses. These have included a 90,000 gallon propane distribution facility, several retail gasoline franchise approvals, a year-round outdoor recreational sports complex of three artificial turf soccer fields, a 20 slip and campsite marina and campground facility located on the banks of the Connecticut River, a multi-use indoor equestrian riding facility, multiple residential developments, and commercial warehouse and distribution facilities. He has also represented the interests of property owners in the transfer of dry cleaning facilities and other establishments under the Connecticut Transfer Act, the protection of private water rights and obligations of dam and reservoir owners, public and private beach access and shoreline property owner rights, and has established a comprehensive agricultural and conservation law practice.
 
His practice area also includes in depth experience of litigation involved in such land use areas and he has argued cases before all State and Federal courts involving owners, applicants and neighbors in appeals from administrative decisions of local zoning boards and inland wetland commissions, litigation regarding access and utility easements, municipal road and highway access disputes, title and boundary line disputes, conservation easement litigation, and federal civil rights cases involving inverse condemnation.
